12,000 BTU = 1 ton — "tons" is just the older way of stating capacity. So 24,000 BTU = 2 tons, 36,000 = 3 tons, and so on. This system is 7,000 BTU (0.5-ton). BTU tells you the capacity; SEER2 tells you the efficiency.
