12,000 BTU = 1 ton — "tons" is just the older way of stating capacity. So 24,000 BTU = 2 tons, 36,000 = 3 tons, and so on. This system is 48,000 BTU. BTU tells you the capacity; SEER2 tells you the efficiency.
